An interesting piece of code in Discover_interfaces

It's set in the client, but discover_interfaces isn't normally called after 
that.   I think your proposed fixes are correct, and I marginally prefer 
the one without the goto.   Could you send a patch to dhcp-bugs at isc.org?

Oh, the purpose of the INTERFACE_RUNNING flag is so that you can call 
discover_interfaces after the DHCP client (or, maybe, the server) is 
already running when a new interface is attached.
