I was going to note: this will cause the on_expiry events to happen 
twice (once on each peer), so this is potentially a bad situation. So 
the alternatives here are:

a) make the failover peers actually update-ack, update-ack the active 
-> expired -> free sequence.
b) make the on_expiry event occur during the active -> expired 
transition.

Right now we have:
primary moves the lease from active -> expired, sends update to peer
peer moves lease from active -> free , ACKs primary
primary clears uid, other lease-specific info, moves expired -> free
