Missing Information in ACK from DHCPInform

They were values.  I think I discovered my problem though.  I moved the
options out of the pool configuration and into the subnet configuration (I'm
using shared subnets), and everything worked ok.  Probably my screw up,
since I set these pools up when I was first getting my feet wet.

scope is a double pointer, are these their evaluations or values?

if you evaluate them once, i think they should be the same, unless i'm
missing something.
