FWIW, I currently have around 15,000 active leases across 6-8 servers in
failover mode.  Working like a champ for me.  The only issues I have seen
are around DDNS, but it usually boils down to network connectivity or
problems with the DNS server.

well, failover is at least working on our own fbsd systems, but we
don't exactly have a lot of dhcp traffic.
