Paranoia patch status?

I'm using the paranoia patch from
http://www.episec.com/people/edelkind/patches/ for setuid/setgid.
Is this patch going to be integrated into the official release?
Is there something that needs to be done to get it in there?

for some quirks I found with this patch.  I might take a look at some
of these issues if I can figure out how to get the patch into the release.
