ISC DHCP / Swatch question

Greetings,
I'm using ISC DHCPD bound to a segmented interface on a FREEBSD 5.x box.
I have an open access point on the interface with a private non-routable
subnet.
Basically,
When someone hits the AP I have SWATCH tail the dhcp.leases file and send me
an email.
Question:
I'm seeing the same entry for a client every 3-4 minutes. Like it's
refreshing.
Is there a switch I'm missing so It wont refresh unless a new client pulls a
lease?
