Re-visiting dynamic classes and lease limiting over failover

Sorry for the cross post - I don't know where the right audience but I figure
there might be interest on both lists.
A long while back I've posted about this particular topic, and from all that
I can gather, I don't see any plans anywhere that would have suggested this
feature will in the main branch anytime soon. I had written a patch a while
back that would have done dynamic classes and sending the billing class over
the failover link via the Vendor Class/Vendor Option (which I later found out
it would have violated the failover draft). With the 3.0.3 fixing many failover
related bugs, I rewrote the patch to support dynamic subclasses instead but
elected to keep sending the billing class names (as well as the subclass
hash string) over as Vendor Class/Vendor Option. I just wanted to know if
there was enough request for this feature that it could be implemented soon
or it will be just in the back burner for a bit. Without knowing where the
codebase is heading it's hard to say whether the work that I've done has
already been done or not.
I've attached the patch for review - I don't know if this is the best place
to post since there is so little discussion on this topic. What this patch did
is to add another hash on top of the existing link list for classes to make
it quicker to find a class, added OMAPI support for subclass creation/deletion,
as well as sending the billing class name across failover.
