Is this the correct mailing list if I want to port ISC dhcpd to Windows ?

Hello,

I want to port the ISC dhcpd including the OMAPI library to Windows
using native Windows API-calls because the already existings "cygwin" port
may show cygwin-dll version conflicts.

I want this port to be part of a future ISC dhcpd version
and http://www.isc.org/index.pl?/sw/dhpd says
"... support also planned for Windows NT ..."

I have experience in porting an "bfsd"-daemon and an "rpc.bootparamd"-daemon
to let them run as Windows services.

Where can I find any style-guides for coding and inserting platform dependencies ?

Is dhcp-hackers the correct mailing list for this issue ?

Should I post to dhcp-servers instead ?
