For the secondary, assignable leases are in the backup state, but I
think it makes sense to use the sum, because you're then making the
decision based on the aggregate state of the failover pair. If
you're in communications-interrupted, hopefully MCLT is going to
determine the length of the lease you give out anyway, so this is a
non-issue in that case.
