Configuring Subnets

Folks,

Is there a reason why OMAPI does not support dynamic addition of subnets ?  
Has anybody worked on adding support for a subnet object to OMAPI, just like 
we can create a new host entry or query a lease object using OMAPI/DHCPCTL.  
Currently I need to stop and start dhcpd everytime a new subnet declaration 
is added in /etc/dhcpd.conf.  It will be nice to do this without stopping 
the daemon
