DHCP Initialization

Hi All,
	I am Nazeer N.H. and have just joined this DHCP group. I am
working with MAC layer where I need to send and receive MAC messages to
the peer MAC. In this MAC layer I need to identify the DHCP packets
coming from application DHCP client and put them into a particular
queue. 	
	Once TCP/IP's MAC is ready then IP will start getting ready. So,
how this IP will get the IP address if DHCP client is not started yet?
	Is DHCP client is hooked to OS?
