[PATCH] execute program on events

Hi all,
I need to have some other services notified when clients are assigned
an IP address.  To achieve this, I made the attached patch, and use
the exec() statement it introduces in "on commit" sections.

Is this something that could be considered for inclusion in a future
release?  Have I done something in a bad way?  Comments appreciated.

I posted this patch here about a year ago too.  This is an update
against DHCP 3.0.4b3, and also includes a section in the man page.
