As giaddr is set, and RFC4388 (leasequery) refers back to RFC2131
giaddr handling, it's assumed that the consumer is listening on
port 67.

RFC4388 actually doesn't mention port numbers.  It just provides that
one backreference to rfc2131, and consistently requires that giaddr
be nonzero.
