You can certainly manipulate it from the command line, but I don't  
know if it's worth it.   As far as I know, NM completely supersedes  
ifup and ifdown.   NM itself isn't a GUI application, as far as I  
know - it operates over dbus.   There are GUIs for KDE and Gnome, but  
I think they're wrappers.   So if you really want to go commando, you  
can probably figure out how to control it over dbus.
