I was able to retrieve the patch this morning, thanks! I used bits and  
pieces from your patch and wrote a new one :-)

The attached patch does secondary matching on state regardless of what  
primary key is used.

If a secondary match on state is found, it also looks for duplicate  
matches and returns ISC_R_MULTIPLE if it is not possible to find an  
exact match.

The patch applies to all released versions of ISC-DHCP.

Could you have a look and tell me what you think?

I would really like to have this in the official release, so I'm going  
to send it to dhcp-suggest at isc.org if it's not shot down on the  
lists :-)
