Forcing a renew to a client

Hello,

can i somehow force a client to renew the ip adresse by another machine
(where the dhcp-server runs on)?

 

Background:

I manage a database with mac and ip addresses. There is an ip-pool for new
clients and the “registered users” pool.

When someone new is coming, he will have the ip from the new-clients-pool
until it will expire and then requesting a renewal where it gets the new Ip
from registered-users-pool. 

It would be the easiest way to inform the client of a change.

I´m not sure if it would even work to spoof a “address used by someone else”
message, but that will show a message etc
