ISC DHCP 4.2.0-P2 failover memory leak - UPDATED patch

Hi, All

The updated patch for problem covered in ISC-Bugs #22851 is proposed. It
avoids some situations when omapi_connection_object_t isn't unregistered
(when connecting to unavailable IP address or being rejected by firewall -
ECONNREFUSED). Also the mentioned  (and solved by patch) problem affects all
code which uses omapi_connection_object_t - e.g. failover and
OMAPI connections as well.
