Purpose of fallback interface

Hi all,

whats the purpose of the fallback interface? Renew process failed in my
setup due fallback_interface.

E.g. if you have multiple Uplink Interfaces (DHCP and PPP) and the DHCP
server is not within the DHCP subnet (happens on my ISP), renew process
might fail for the DHCP interface, because DHCP renew packets are sent
over the PPP interface...

So I disabled the fallback_interface usage, see attach patch. Works for
me so far.
