if you want to have a lease database of 16 million hosts you might be
better of writing a new server.

If on the other hand you only have 1000 hosts inside a /8 then please
by all means define a range of just 1000 hosts.

The answer we are all waiting for is why do you insist on having on the
order of a million possible values in your range. This does not make
sense.
