This is a maintenance release, not a feature release.

The next feature release will be versioned 3.1.0, and is presently
under development (up until about 2 months ago, no work was being done
on new features).

There's quite a substantial backlog of user-supplied patches, and several
features that we need to develop locally for 3.1.  Please bear with me as
I sort through them.
