I would suggest rfc3442 as a starting point - something easy to find 
thanks to google. It seems quite a simple encoding scheme, the first 
byte contains the number of bits in the subnet mask - it can be done 
by lookup table, shifting bits in a loop, or a number of other ways.

If, after having read rfc3442 you still have questions, then come 
back with them.

NB : I am not aware of any clients that support this option yet.
