Question about deny duplicates

Folks,

I assume that this line:

Jul 28 12:38:46 patriot-2 dhcpd: uid lease 208.45.199.122 for client 
00:a0:cc:d9:96:a2 is duplicate on FNGi-TEST

Appears in the logs due to the deny duplicates; or one-lease-per-client 
true; line in the our config:

----<snip>-----
ddns-update-style none;
authoritative;
ping-check false;
log-facility local6;
one-lease-per-client true;
deny duplicates;
----<snip>-----

What does this line in the logs mean happened?

did the server FREE/BACKUP the IP Address: 208.45.199.122 therefore 
truncating the lease as the client received a new address?
