No, I meant that's a way the server might have set one of the client's
leases to free or backup.

one-lease-per-client causes all other active leases to get released
when the client binds to a new lease.

So if you didn't have that set, I'm not sure how to explain what's
happening.  We're still stuck trying to explain why the lease
wasn't active when the client returned, a mere 9 minutes into their
1 hour lease.
