Improving dhclient startup time

The reason for the wait on startup is that in a situation where you have 
hundreds of machines rebooting after a power failure, you'd like them to 
stagger their boot times.   At least, that's the theory.   In practice, 
nearly any DHCP server you're likely to have installed is capable of 
dealing with a dogpile after a power outage, so this precaution isn't 
really necessary.   Plus, Windows machines don't wait anyway, nor, I 
think, do Mac OS X machines, so by trying to be a good network citizen 
the Linux and BSD machines running the ISC client are just losing out.
