Need of the dhcpd.conf file with all the dhcp options

I don't think anyone uses *every* dhcp option.

However, they are all documented in the dhcp-options man page. There
are also some example sin the dhcpd.conf and dhcp-eval man pages.

If that's not sufficient then I'd suggest the The DHCP Handbook (2nd ed)
by Ralph Droms and Ted Lemon, ISBN 0672323273.
