Bad setup.  You shouldn't have your dynamic hosts in the same zone as your 
static hosts.  DHCP shouldn't be allowed to touch other zones.

Mor seriously it does sound like a bit of a bug in DHCPd but....since 
there's NO authentication for DHCPd leases and leased names, anyone 
could've claimed to have that static name, and then when their lease 
expired, it was removed.
