Requests on Second NIC

Don't put a range in for the subnet you do not want to serve. Or you can 
only start the service on the nic you want to serve (in redhat you 
specify the interfaces in /etc/sysconfig/dhcpd as :
DHCPDARGS="eth1 eth:
