DHCP Server Option 82 denial

We are using Option 82 to make sure our DSL customers only get one
IP address and it's working great except for one customer. We have a
customer who appears to "discover" a new lease, not accept it right
away and then "discover" again. At this point the DHCP server denies
the request:

00:02:a5:cf:49:75 via 65.182.241.1: no available billing
May 26 09:53:46 dhcp-server dhcpd: DHCPDISCOVER from
00:02:a5:cf:49:75 via 65.182.241.1: no available billing
May 26 09:53:53 dhcp-server dhcpd: DHCPDISCOVER from
00:02:a5:cf:49:75 via 65.182.241.1: no available billing

I'm assuming it will timeout eventually because the customer didn't
accept the lease. Is that timeout period controllable? If I stop and
start the DHCP server customer gets a lease right away. But that's
not a good solution as it requires my intervention every time this
customer has a problem. The happens regularly with the same customer.
