Freeing leases with OMSHELL

Is it possible to use OMSHELL to "free" a lease?  I realize that a lease
object cannot be removed, but since I can modify the state, it seems that I
should be able to force a lease to be free.  I have a pool of ten addresses,
and had the server give out all the leases, such that the 11th client does
not get a lease.  Then, using OMSHELL, I attach to the server open one of
the lease objects, and set the state to one (1=free), and then update the
lease.  This causes the lease to be updated in the dhcpd.leases file,
showing that the state is indeed free.  However, if the 11th client again
attempts to get a lease, the server still complains that there are "no free
leases".
