No free leases

Hi,

Some computers are not booting becouse its occuring an error that dhcp 
is logging "no free leases" but all terminals are configured with static ip.

dhcp config:

default-lease-time            600;
max-lease-time                7200;

subnet 192.168.11.0 netmask 255.255.255.0 {
         option subnet-mask            255.255.255.0;
         option broadcast-address      192.168.11.255;
         option routers                192.168.11.251;
         option domain-name-servers    192.168.11.251;
         option domain-name            "vlan2";

The file /var/lib/dhcp3/dhcpd.leases is empty.

Can someone help me with this problem?
