please post your COMPLETE dhcpd.conf. I have some guesses, but 
without seeing the config file they would be just guesses.

Can you also describe the layout of your network - in particular, 
confirm that and are separate networks.

No, and if you post your complete config file we'll probably be able 
to tell you !

My guess, and it's only a guess at this stage, is that you have put 
the two subnet declarations in a shared-subnet statement.
