same ip to the same mac ?

When ever a request comes for an IP address from a client, server always tries to lease an IP address which a client has.
If it is free then it will lease the same IP address else tries another.

hallo
while parsing my dhcpd logs, I have noticed a strange thing: apparently,
the same ip gets somehow "reserved" for the same mac address
thus, the client always gets the same ip everytime it connects (which I
want to prevent)
settings are as following:
authoritative;
default- lease- time 600 ;
max- lease- time 10800;
ping- check true ;
shared- network 1 {
3 x /24 classes
}
ddns- update- style none ;
where am I doing wrong ?
