FALL BACK interface

Hi list,
i am working with ISC DHCP-3.0.3 and confusing with fallback interface in
dhcp server. Why dhcp server needs to be listen on this. How does it affect
if i comment this code (i.e opening and registering fallback socket).
I am talking about the following message from the dhcp server.
"Sending on Socket/fallback/fallback-net".
Please extend your help on this.
