Doubt about failover behavior

Hi, we plain to install a dhcp server with a failover condition so when 
finish with have two servers, "A" with function primary server and "B" 
with slave function (failover) for server "A". My doubt it's about what 
happen when in the network appear a dhcp discover for a client, wich 
server respons this requirement, server "A" or "B" ? If the server "B" 
respons, the "A" server know the leases offer with "B" ? It's that 
correct ?
