hi,

to answer with ur problems, pls make sure.

1.u configured dhcp.conf properly.
2.once u  configured.. make sure to start dhcpd in  init.d so that
everytime u boot up ur machine it will start automatically.
3.or u can make /etc/rc.d/init.d/dhcpd start|stop|restart
4.before u use command from 3. u have to issue
     chkconfig --level 235 dhcpd on

5.once u configured ur server, check ur dhcpd-leases log file.
6.simply  use one client machine connected with the network and test the
automatically  dhcp  addressing.
