isc dhcpd compiles fine on os x 10.4.
Just install developer tools and you're ready to go. They're included on 
the install media.

It will recognize your system as "darwin".

Keep in mind that OS X initializes network interfaces when a link is 
present. So you can not start your dhcpd while not being attached to the 
ethernet network and the link is  up.
