Nope, I'm out of ideas.  The OFFER looks good, and it looks
like the client didn't need the broadcast after all.

In theory the filename path shouldn't matter until the ROM
has REQUEST/ACK'd and bound to its lease...it wouldn't have
an ip address to attempt to TFTP from until then.
