DHCP DISCOVERs but no OFFERs - update

I have DHCP logs and packet traces that show the DHCP server does not try
the next free one until it gets another DHCP Discover...is this WAD?

That is precisely what the server does do.  Except that 'abandoned' is
a lease state, and abandoned leases are allocated only as a last resort.
