Unknown subnet in logs

I've been seeing messages like this in my dhcp logs lately:

May 19 18:21:16 bam1 dhcpd: DHCPINFORM from 10.0.12.65 via eth0: unknown
subnet 209.237.99.190

May 19 18:21:16 bam1 last message repeated 2 times

However the subnet is defined in the config file:

subnet 209.237.99.160 netmask 255.255.255.224 {

        option routers 209.237.99.190;

        option broadcast-address 209.237.99.191;

        option subnet-mask 255.255.255.224;

        range 209.237.99.161 209.237.99.189;

}

This is happening on multiple subnets. Any ideas why this might be
happening? 12.65 is a relay (Foundry L3 switch). I haven't noticed these in
the past.
