Actually, no, I'm forced to correct myself.  That shows me for going
off what I remember of having worked on this.

The *LEASE* hashes do use a special hash function for ID hashes (the
client id and hardware addresses) that are bounded to 2^24.  I
remembered the wrong limitation.
