primary.  these have protocol message fields defined in the failover
draft, so the values are exchanged in CONNECTs.

both.  these are ISC configuration tweakables that modify performance
beyond the failover draft.  the other option is to leave them
unconfigured (at defaults).  we should create an extended space to
carry these values so you only have to configure them on the primary,
but we haven't gotten to that yet.
