Since I don't know what Microsoft's API does, it is hard to answer your question.

ISC DHCP does have an API that applications can use to interact with the DHCP
server. If ISC DHCP is installed on your system you can type:

man dhcpctl

And read all about it. If you don't, Google found this link:
