Isc-dhcpd v 3.0.5 and 3.1.0 incompatible?

From 3.0.x to 3.1.x, we adopted the latest changes in the failover
protocol draft, which included completely renumbering half of the
protocol messages and option codes.

As a consequence of this, they will not speak to one another.

3.0.6 and 3.1.1 will both warn of this.
