I'm using IPplan (<http://iptrack.sourceforge.net/>) to manage three /18 
subnets, primarily for DHCP-scopes and around 1000 fixed IPs. It doesn't 
support dynamic updates of the DHCP server, but with some simple shell 
scripting, it can be configured to export a new configuration file a few 
times a day.
