Webmin can be good if your networks aren't huge (or if you're OK with changing the display to "list" and wading through it, even with large nets it can be quite usable.) bonus: web accessible, so no apps to install and lets you clear out leases one by one or in groups/nets. Also, it'll work with ISC's DHCP/BIND pretty much right out of the box.

You may also want to look at http://www.debianhelp.co.uk/dhcpweb.htm -- of these I found Maintain to be the most "complete" but caveat emptor: the DNS component of it is centered around djbdns. Which is a bonus if you're using that, I guess, since there are fewer GUIs for that. Dixie and Sauron look neat, but have not been updated in a dog's age (or weren't when I last checked a year ago).

gDHCPDadmin is promising but I have not used it: http://85.214.17.244/gadmintools/index.php?option=com_content&task=view&id=18&Itemid=32 

I would recommend you try out Webmin first; it's not shiny and pretty, but it's quick, convenient and not unnecessarily complex.
