What DHCP Option Tells the DHCP Server the Client's Host name?

If what you want is to create a class depending on the client's host name I think the option you're looking for is option number 12 (Host Name).

until after the DHCPDISCOVER-offer-request-ack sequence, but
DHCPD obviously receives it because one sees the FQDN after the
default domain name is appended.
