detect new devices on network

I run a program called ARP-watch on my debian box.  It passively monitors for 
arps from unknown mac addresses and notifies me.  If you have a box that can 
listen on all the vlan(s) you have then this seems to work pretty well.  An 
added plus is it detects not only dhcp clients, but those that try using 
hardcoded addresses.
