1 DHCP Server - 1 interface serving multiple subnets

No secret - just define the subnets (note: this is NOT a 
shared-subnet) and configure helpers in each router.

If it isn't working you need to do some troubleshooting :

1) Look in the server logs, is the server getting any requests

2) Look in the server logs, is it giving out any offers or logging 
any reasons not to ?

3) Start sniffing traffic on the wire (I use Wireshark) to see if 
there is any DHCP traffic. You need to do this both on a client 
network and on the server network for the full picture.
