So you would expect an option length of five with vendor data-len byte of 
value zero.

It is not clear to me from the RFC if the vendor data-len is mandatory in 
this particular case; it does not offer examples.  Also when option 124 
contains a list of enterprise-numbers where the trailing enterprise-number 
does not have vendor-data would its data-len be optional.
