Memory footprint of dhcpd process steadily increasing

The last time we discussed this bug report, I said we'd been unable to
reproduce it.  Since then, we've reorganized the "lab system" we use
here.  The upshot is we've reproduced this on Linux now, so a fix
should not be long in coming.
